Program Overview
The purpose of this project is to increase the participation of minorities in the SC conferences by providing support to help faculty and/or IT professionals from Minority Serving Institutions (MSIs) - Hispanic Serving Institutions (HSIs), Tribal Colleges and universities (TCU), Native Pacific Islanders/Native Hawaiian and Historically Black Colleges and Universities (HBCUs) to attend the 2005 Supercomputing Conference November 12-18 in Seattle Washington. It is our intention in providing these grants to improve our ability to reach groups that have traditionally not had access to high performance computing. The SC|05 MSI Program is supported by IEEE Computer Society, ACM SIGARCH, and SC|05 Conference.

The intended impact of this project goes beyond just increasing the numbers of MSI participants in SC conferences to fostering collaborative relationships between faculty at MSIs and research scientists at major research centers and impacting the amount and quality of computational science education at MSIs. The MSI program will work in concert with the overall SC conference to showcase research from minority serving institutions, provide opportunities for representatives from MSIs and research labs to meet to discuss collaborative projects and to encourage underrepresented minorities and women to take part in panels, BoFs, posters, and the SC Showcase.

The MSI Program will select up to 45 participants to receive a grant to attend the conference. Those selected will be reimbursed up to $1,200 for lodging and travel immediately following the conference. We have set aside a hotel room block at the Sheridan for MSI Grant Participants. Hotel arrangements must be made by September 15th. In addition, grant recipients will receive a complementary conference registration to attend either the Tutorials Program or the Technical program. Both options will include: opportunities to network with other MSI representatives and visit the Exhibits floor and showcase research on the Exhibits floor. However please note, that if you register for the Tutorials, you are NOT eligible for the overall conference materials which includes the conference proceedings, conference bag, entrance into the Exhibits floor after Monday night.

Tutorials will be offered Sunday November 13th and on Monday November 14th. Participants who select the Tutorial Program are encouraged to stay throughout the week to take advantage of all MSI activities.

Technical Program will be held Monday November 14 – Friday, November 18th. The Technical program begins with the Opening Gala on Monday night on the Exhibits floor. Participants who register to attend the Technical program will be eligible to receive the conference proceedings, conference bag, entrance to the Exhibits floor, all panels and workshops and SC conference party Thursday night.

Grant Application Process
To apply candidates should complete and submit the SC|05 MSI Program Grant Application Form. Please note that applicants must be either a US citizen or permanent resident in order to qualify for a grant. Applicants will be notified of their status via e-mail. Please complete and return the application by September 1st. Applications will be accepted until all slots are filled.

Selection Criteria
Depending on funding, the SC|05 MSI Program committee will select up to 45 participants to receive a $1,200 grant to attend SC 2005. Those selected will be reimbursed the cost of travel and housing and will receive a complementary conference registration for either the Technical Program track or Tutorials Program track. No more than two people from one institution will be selected. Selection will be based upon need, strength of the application, previous work or future plans to use advanced computing hardware, software and networks and the ability of the applicant to demonstrate the specific impacts this conference will have on them and the research being conducted at their institution. Please Note: MSI Representatives who have been funded three or more years will not be eligible to receive full funding through this program. You are encouraged attend the conference through other financial support as well as seek out others from your institution who would be eligible to attend through this grant program. Consideration will be given to the following:

  • Special consideration will be given to teams of two that represent both faculty and IT professionals.
  • Must be a faculty or IT professionals from an MSI.
  • Must be either a US citizen or permanent resident.
  • Must be able to attend all MSI-related activities.
  • Must be able to showcase a research project in the MSI Research Booth.
  • Must demonstrate a plan to present what they have learned at the conference to their colleagues at their home institution.
  • Must complete an evaluation of the MSI Program.
SC|05 MSI Program Travel Expense Guidelines

Travel Authorization: Only travel expenses for authorized MSI Program Sponsored Participants will be reimbursed. The MSI Program Chair will notify MSI Program Sponsored Participants of selection into the program with notice also sent to the Finance Chair and the Finance Contractor. Travel expenses associated with attending the Conference will be reimburse in accordance with the guidelines detailed below up to a maximum of $1,200.00.

MSI Program Sponsored Participants will have the option to participate in either the Tutorials Program or the Technical Program. MSI Program Participants who select the Tutorials Program option will be authorized to receive a maximum of six days per diem and reimbursement of expenses associated with a maximum of seven nights lodging, travel to and from the Conference, and local ground transportation.

MSI Program Sponsored Participants who select the Technical Program option will be authorized to receive a maximum of six days per diem and reimbursement of expenses associated with a maximum of seven nights lodging, travel to and from the Conference, and local ground transportation.

Expense Reports: A MSI Program Sponsored Participant's Expense must be signed by the traveler requesting reimbursement and supported with original receipts. If expenses are to be split with another institution, copies of receipts for travel expenses that are split must accompany the reimbursement request with an explanatory note. All travel expense reimbursement requests, along with the SC|05 MSI Survey must be submitted to the MSI Program Chair within 14 days after the close of the SC|05 conference. Beyond this deadline, reimbursement requests will not be honored. Expense reports reviewed and approved by the MSI Program Chair are to be sent, with supporting documentation, to the Finance Contractor. Every effort will be made by the Finance Contractor to mail reimbursement checks within 30 days of receipt of approved expense reports.

Travel to and from the Conference: Travel is to be conducted at the least overall cost to the Conference.

Airfare: Only airfare less than or equal to domestic coach fare limited to $600 will be reimbursed. Advance purchase tickets (at least 14 days) should be used where there is a substantial cost savings and the risk of cancellation penalties is not severe. There may be a significant savings on airfare by staying over a Saturday night. The overall cost savings from the original airfare must be greater than the least expensive airfare plus the additional hotel expense. The MSI Program Chair's approval must be obtained at least 2 weeks prior to travel. Documentation of such savings must accompany the reimbursement request.

If the traveler elects to drive to any committee meetings or to the conference, the reimbursement will be limited to the lesser of hotel parking expenses plus $.405/mile or coach airfare. The MSI Program Chair's approval must be obtained at least two weeks prior to travel. Documentation of such savings must accompany the reimbursement request.

Ground Transportation: Travel from/to your residence/work to/from the airport (at $0.405/mile) will be reimbursed. Travelers will be reimbursed for reasonable costs for local transportation. This includes taxi, shuttle, bus, and train expenses. Whenever available, airport shuttles are to be used. Travelers are expected to use cost effective methods of ground transportation. Car rentals are not reimbursable.

Parking: Long-term airport parking fees will be reimbursed.

Per Diem: Travelers will receive $51.00 (Seattle) per day to cover all meals and incidental expenses. The Per Diem will be reduced for conference provided meals even if the traveler elects not to attend. The Seattle reduction will be $26 for dinner, $12 for lunch, and $10 for breakfast.

Hotel Expenses: A block of rooms will be reserved specifically for the MSI Program Sponsored Participants at a pre-selected conference hotel. A deadline will be established for room reservation; these rooms must be reserved no later than October 11. After this date, hotel reservations must be made using the SC2005 on-line housing reservation system via the SC|05 website. Conference rates will not be given to participants who contact hotels directly. These rooms, which can be booked for a maximum of six/seven nights, single occupancy, will be billed directly to the MSI Program Master Account. For those MSI Program Sponsored Participants who choose to stay at other hotels, up to a maximum of 7 nights (Tutorial Participants) / 7 nights (Technical Participants) lodging expenses will be reimbursed with the per-night lodging expense limited to the cost of staying in a single-occupancy room for one night at the designated MSI program hotel.

Conference Registration: Each MSI Program Participant will receive a complimentary registration for either the Tutorials Program or the Technical Program. Once selected to the program, you will be registered by Stephenie McLean, MSI Program Chair for the program you have selected. MSI Program Participants wishing to attend other parts of the conference must register in the standard way using Conference Web registration with a charge for that registration. There is a separate registration for the Tutorials Program and the Technical Program.
